Thurlby Brewing Company Limited is a regional brewery producing around 92,000 hectolitres a year from a single site in the East Midlands, employing 240 people. It supplies its own eleven pubs, national pub groups, supermarkets and export markets. Principal inputs are malted barley, hops, packaging materials, carbon dioxide and energy. The author is Operations Manager, responsible for brewing, packaging, warehousing and procurement. Organisational detail is illustrative and anonymised.

Distinguishing effectiveness from efficiency. The two words are routinely used interchangeably and mean different things. Effectiveness concerns whether resources are deployed on the right things; efficiency concerns how much output is obtained from a given input. Analysing why the distinction matters at Thurlby, a brewery running its packaging line at exceptional efficiency to produce a product the market does not want is efficient and ineffective, and the second failure costs more.

Margin exposure in a commodity input business. Raw materials and packaging represent 41 per cent of Thurlby’s cost of production. Analysing the consequence, a one per cent improvement in materials yield converts directly to margin at a rate that no realistic volume growth could match. In businesses with high input cost as a proportion of turnover, resource efficiency is the principal lever available to management.

The constraint determines the system. Goldratt’s theory of constraints holds that the throughput of any system is set by its bottleneck, and that improvements elsewhere produce no gain and frequently produce waste in the form of inventory. Analysing Thurlby against this, the constraint is fermentation vessel capacity rather than brewhouse or packaging capacity. Investment in packaging speed, which the site pursued two years ago, produced no additional throughput and did produce more stock waiting to be packaged. Buchanan and Huczynski (2023) note that local optimisation of this kind is among the most persistent failures in operations management.

Environmental and regulatory importance. Brewing is water and energy intensive, and both carry rising cost and regulatory attention. Analysing this dimension, resource efficiency here is simultaneously a cost measure, a compliance measure and an increasingly explicit customer requirement, since the supermarket customers now request environmental data as a condition of supply.

Working capital and cash. Analysing a dimension frequently omitted, materials held in stock are cash that is unavailable. A brewery holding four months of hops rather than two has converted a substantial sum into inventory, and in a business with seasonal cash flow that has consequences beyond the storage cost.

The cost of getting it wrong in both directions. Analysing why this is a balance rather than a maximisation problem, under-resourcing produces stockouts, missed customer orders and emergency purchasing at premium prices, while over-resourcing ties up cash, consumes storage and generates obsolescence. Thurlby has experienced both within eighteen months: a hop shortage that forced a recipe substitution on a flagship product, and an over-order of a discontinued can format written off at a loss of £34,000. Effective resource use is the discipline of sitting between those failures rather than avoiding only one of them.

People and time as resources. Analysing the broader definition, resource includes labour and management attention. Mullins (2022) treats the deployment of people as a resource decision in the same terms as physical assets, and at Thurlby the scarcest resource is not malt but the time of two experienced brewers. Examining the approach most directly applicable, lean thinking identifies categories of waste including overproduction, waiting,

At Thurlby the dominant wastes are defects, in the form of out-of-specification batches, and excess inventory in packaging materials. Examining its limits, lean assumes stable demand and reliable supply, and a brewery with a seasonal demand profile and an agricultural input cannot run to the low buffers lean implies. Just in time and its qualifications. Examining the case for reducing inventory, holding less released cash and reducing obsolescence. Examining the counter-case, which is stronger here than in most manufacturing, hop and malt supply is annual and harvest-dependent, so contracting forward is a risk decision rather than an inefficiency. The appropriate process therefore differs by material. Economic order quantity. A calculation balancing ordering cost against holding cost to determine order size. Examining its use, it works well for packaging materials with stable demand and predictable lead times, and poorly for materials where supply is seasonal or price is volatile. Standardisation and recipe discipline. Examining a process specific to production, tightly controlled procedures reduce batch variation, and batch variation is the primary source of yield loss.
